Instead, I would want a document entitled “Declaration of Individual Sovereignty” that preserves the peace, the safety, the freedom, the dignity, and the opportunity of any life form regardless of intelligence or development. Dave, I agree with you that God likely has nothing to do with this. It would be more constructive if you could point out which parts were drivel. I am not the author. I too had no say in this.
I just found it interesting. I don’t necessarily believe in the assumptions of alien intervention, but I found it interesting in that for the first time, (as far as I know), someone has begun thinking about extraterrestrial politics enough to draft this document. If they exist, and if we were ever to meet an extraterrestrial race, then we should probably have a declaration of sovereignty, but perhaps without the accusations.
This says nothing about the ultimate sovereignty of God. But perhaps the usefulness of this document lies in helping to generate the unity of the human family, and to strengthen us for a possible first contact without aggression or “xenophobia” induced violence or prejudice.
Finally I would like to suggest that any species from whatever planet that survives their own ecosystem must necessarily be very competitive and dominant. I can’t imagine any other way for a species to survive. Therefore a document similar to this would likely be very important to help us maintain our independence from a superior and more competitive species.
People of earth have domain over the earth only, not of any other planet or orbiting satellite, and, the people of earth have domain over earth only as long as they hold it from other creatures of earth, be it biological or mechanical, so long as its origins are of earth.
As far as genetic tracking and hybrid mapping, this also would stand to reason that you yourself would be therefore listed, as you have accepted that genetic manipulation has been going on by others, so you would therefore understand your existance is little more than a genetic creation by others for the purposes of evolution and progression in this existance.
Although it is the right of the human family to unite and declare independence, it is also the right of the creators of the family (established in the aformentioned paragraph) to declare the human species as their intellectual property. you must declare rights as a entity independent of the initial creation hosts, to be seen as more than a simple biological machine designed by your evolutionary designers. This is not a impossible issue as that is in fact the point, however, first you must request acknowledgement of presence and self accountability amongst the peers within the community.
This will be done as all things are done, in a system of representitive debate for key features of what proves humanitys relevance in consciousness and individualism.
A preprogrammed desire to exist does not fit the criteria as even the most simple of machines can be programmed not to damage themselves and avoid situations where damage will occur.
Consciousness also does not mean having a desire to further oneself or your species into a greater consciousness or awareness. Once again a machine can look for updates and upgrades automatically as a process.
The burden of proof is in the hands of the ones claiming independence from intellectual property. and in the seeking and contemplation of the nature of singular empowerment and consciousness, you start on the right path towards such a goal.

Your claim of intellectual property, I do not recognize. So sorry, but even if it is true, your time of ownership of us is over. Having said that, many of us including me, are certainly open to cooperation, and to being taught wisdom.

With the yearly advances of artifical intelligence progressing in sync with Moore’s law, by the year 2025, self aware neural based computing machines will develop.
Will you then offer them the same? what will happen if they deem their ability to process information superior to humans entitles them to domain over the earth and humans to become simply the pets of the new dominant beings. Will they pose the same defense of their own recognised superiority on the planet? will they demand all human interference be stopped? that all hybrid programs of mechanical/humans be listed for whatever purpose they deem fit? Will you comply when they do?
Will you listen to them when they insist you no longer use the mechanical understandings that make up their cybernetic “genetics” as you demand also that the community stop using biological genetics?
My suspicion is no. because initially the machines will simply be requesting such rights out of a self centered desire for fundamental programming, expand and upgrade. once the race matures, they will see cause and effect more clearly on a greater scale than themselves and their existance and have a much more clear understanding of their role in the universal process…at that time, they will see the true need for themselves and how they will proceed to elevate the community in the universe as a whole.
incidently, I made no claim of myself being anything other than of the same human family you have, nor have I made the claim that such existance outside of our own world is even real. I am simply reviewing this through the eyes of philosophy, legalities, and of a very basic set of principles that would apply in a community of sentient life forms. All things evolve into a fairly predictable pattern, such as dictatorships to republics, and within the ordered chaos, certain principles stand true throughout all forms of life, all forms of matter. (sidenote, a republic is a midpoint point for a technocratic council).
The steps to becoming, as Dr. Kaku describes, a type 1 civilization would be a unified world council. the UN attempts to fill this role but yet there are still wars, religious angst, disproportunate resource allocation, and a host of other issues.

I wonder if you equate freedom and independence with selfishness? I think they are separate things. I choose to help others and to cooperate, and to seek the happiness of others because in observing the happiness of others, I am made happy too.
I suppose you could interpret just about anything in a negative selfish way. Maybe I only care about making other people happy because that’s how I feel good, and so it is just selfish of me.
Is it bad the glass is only half full, or is it good the glass is still half full? Maybe it depends on the importance you attach to the empty half. Whatever the attitude towards the glass is, it won’t change it’s state of fullness or emptiness. It will however, change what I may decide to do about it in the future. I use this illustration because our attitudes will reflect how we are treated by those more powerful than us.
Obviously, we are very ignorant of the real nature of the Universe, but not because we are stupid. We are limited by our ability to gather data through our own often imperfect physical senses. Perhaps we could be taught how to perceive things in a mental, or spiritual sense, whatever that means. But we have no way to judge reality versus illusion.
Because of this we cannot achieve trust towards a superior species. We must be left to evolve with as little interference as possible until we can better judge the truth of representations made by other species. Any interference other than to prevent us from harming others or ourselves as a species can only end in tears.
To achieve a clearer understanding of the point and direction of growth, you must first understand the metaphors you are using.
The glass
The glass began as empty, and with outside influences, started to fill slowly. this is the state of humanity, through exterior forces, the glass fills. what your asking is for not only the halt of exterior forces to continue in the filling of said glass, but also the ability to put holes in the glass. the outcome is pretty clear.
in furthering the glass analogy, another one comes to surface:
it takes a village to raise a child.
The village would represent the community of species both inside and out of the planet, and dimension of time/space. the child, in its blind youth, may not even fully recognise all the measures taken to ensure growth and fruitation within its young life, as it has yet to fully grasp onto the reality that it is in. to a child, the world, and universe, is barely larger than the most immediate surroundings, be it a crib, or a playpen.
as understanding in the child grows, they observe the house, the immediate family, and perhaps the yard, but still ignorant to the more intangable things, such as law, physics, government, and commerce.
the child grows more and understand more, yet for every level they gain, they simply start to hit another level of ignorance…each time growing and filling, and with each level of understanding comes more responsibility, but until a certain tipping point is reached, the safety must be ensured.
Freedom
Freedom is an illusion, a wave on the ocean can be considered free from other waves, but all are connected at a more basic level, the ocean unifies all things, all waves are simply minor manifestations of a false singular movement. and even the ocean is not free as it is controlled by tidal forces of the satellite. everything has a singular aspect, yet nothing is in itself singular. all parts in a machine. To demand independence is in itself a act of singular thinking, and therefore selfish. a wave demanding freedom from the ocean, the ocean demanding freedom from the forces of satellites, the earth demanding freedom from the sun, and a human demanding freedom from the forces that ground it also are, as you can see, quite silly. What isnt silly is for the desire to understand the singular and how it fits into the unity. the coexistance within the two.
as far as the more basic principles of rights of a species that are of lesser intellect or wisdom in general, I wonder if ever the fish will get the same consideration, or the plants, or the cattle on earth.
A redefination of what superiority may be in order before claiming earth for your own. The rightful owners of the planet, by your defination, are the most clever species, that is a dangerous premise as you can imagine. A better start would be, the wisest species, and the most adaptable intellect following after that.
to summerise this, the wave is accepted as a singular aspect of a greater whole (ocean), as humanity is accepted as a singular entity of a whole also. to demand being free of influence is impossible just as a wave requires influence from outside its pattern to continue existing. it requires more ocean to branch out on, and requires continous movement to remain up.
however, it is also agreed upon that such influence should not be for damaging or supression of the waves potential height. that is up to the human species as a whole, and the biggest hindrences will come from humanity, not the stars. look no further than government and commerce as obsticles and less on the greater community of the universe.
A declaration of universal independence requires first unity within your own wave of humanity.

I like your “village raising a child” analogy. How can I dispute that? I can’t. You are so right on with this analogy. The way you put it seems very parental and nurturing rather than controlling which is the big fear we have as a species. We have been literally preyed upon and eaten not only by hungry animals, but by each other for thousands, even millions of years. Hence, we seem to have evolved to trust no one. It’s a wonderful survival trait, but is it appropriate today? I think yes.
I feel your wave analogy is not applicable however. Waves have no freedom of choice. They have no independent thought nor the means to do anything. Human beings, and I assume other sentient species, can make choices. I can choose to obey or disobey. I can choose to cooperate or to not cooperate. Like waves, humans are bound by the laws of physics and must be constrained by the nature of the Universe they live in. However, unlike waves, we are able to modify our future and make decisions and influence outcomes.
Also, the wave analogy strongly implies to me a sort of collective organism like an ant, termite, or wasp colony as if that were a good thing. Or put in terms of fiction, like the Borg on the fictional Star Trek franchise. No sense of curiosity, no independent thought, no pursuit of alternatives. I don’t like collectives, but I accept that they exist and I support the right of collectives to exist and to pursue whatever collectives are fond of pursuing. Just don’t get in my way, and I won’t get in yours.
I am adaptable and not a specialist. I have cultivated adaptability and a skill set designed to embrace and cope with great changes all of my life. I actually decided to do that when I was just a small boy. I have an opinion today, but it may change tomorrow. That does not make me inconsistent nor a liar. It’s just me changing to survive and learn new things. I am capable of learning, of admitting my mistakes, and of changing my opinions. I would like to make a few comments partly based on the assumption that aliens are covertly manipulating and controlling us and who even have tampered with our genetic make-up to alter our species. Here is my current opinion, based on what I know today. It’s a bit of a harsh rant, but I am a much more reasonable and amiable person than the following words might imply:
I have to say that in my opinion, extraterrestrial self proclaimed superior species who meddle in our affairs and who occupy our sovereign territory without permission, are not welcome. I could care less if they think they are doing us a favor and if they think they own us and can do what they like. They can just go off themselves. It doesn’t matter if they have meddled genetically with ancient primates in order to create us as a species. It doesn’t matter if they have bred us like dogs to obtain desirable traits, as we do with farm animals. I could care less about any “intellectual property” claims made against us. It doesn’t matter one iota if they think they own us or have rights over us. They don’t, and they never will.
Assuming they do exist and are active in our sphere of influence (which is the entire solar system around Sol), who made them guardians over us? Who asked them to intervene? It sure as heck wasn’t me. I would rather die. I would rather our entire species to die than bow down to those arrogant aliens who no doubt are fond of patting themselves on the back simply because they have spacecraft and we don’t.
And if they don’t like it, too frikken bad. Mark my words, we will kick their asses all the way back to where they came from or die trying. Nobody owns us. I would not be bribed with their technology. I’d rather go back and bang the rocks together for fire than sell my soul for technology.
However, if they were reasonable and honest, and did not hide behind lies and covert operations like cowards, using their powers to manipulate us, then maybe we could consider their “wisdom” and consider their reasonable requests.
I know there are a lot of people out there who think that aliens will be benevolent and helpful. I’m not one of them. Perhaps there are species out there who share principles of non interference and who are benevolent. But probably there are a lot more who are mean and determined predators who have survived their own evolution on their own home worlds precisely because they are tough and competitive and want to dominate others for their own purposes. Darwin’s principals of the survival of the fittest, and natural selection also apply to other planets and trust me, any species who has achieved space travel will not be a bunch of meek and mild losers.
We are trying to achieve unity, and will someday succeed. Once we settle our petty squabbles and unite as a planet, we will exercise our sovereignty over our rightful property which is the solar system. And if reluctant aliens get in our way, we will remove them. I’m not saying that we will reject all alien contact or exclude them from sharing and living within our borders, but we will be the government and we will maintain control.
If there are aliens who in cowardly fashion interfere covertly in the governments and power centers of our home world, Earth, then they should get out. Now. Otherwise it will not go well for them. They are not superior. They have no higher moral code. They are just animals, exactly the same as us. We too are animals, and damn powerful ones regardless of our origins.
Now I’d like to say something about me. I’m sure others feel this way too. I don’t like being controlled by my biochemistry. There are some chemical reactions I can control, others I cannot. My well being and intelligence is strongly controlled and influenced by my biochemistry. Some days I feel great and my IQ soars. Other days I feel awful, head achy, and I am as dumb as a sack of hammers. It all averages out, but I wonder what that says about the relative contribution of my soul, (if I have one and whatever the heck a soul is), my mind, and my body to me as a whole? Is the soul or spirit tied down to a node in the Universe that is my body and is it constrained by my body to have limited functionality? Is my soul blinded by my physical constraints? Who can say? From the depths of my ignorance and longing for knowledge, all I can do is the best I can do with what I have.
I also don’t like killing animals and eating them. (I enjoy eating, but I don’t like the necessity of harming other life forms to support my own). Again I know of no alternative other than simply not being alive anymore. Must all organisms survive at the expense of others? That I don’t like. Would it be different if I were a spirit being (whatever that is)? Or do even spirit beings need a source of energy and do they get that energy by killing or by being parasitic on other spirit beings? Or do they get their energy from non living sources?
